The process of PKNS property sales is as follows:
  1. Select property/location/unit at https://www.pkns.gov.my/en/
  2. Check the eligibility of documents
  3. Buyer request for loan application
  4. PKNS issues an offer letter
  5. Signing the Hire Purchase Agreement
  6. PKNS will hand over empty ownership/house keys once all conditions have been fulfilled

An offer letter will be issued within 2–5 working days.

PKNS will give the buyer forty-five (45) days from the Offer Letter to get a bank loan.

PKNS is ready to help a potential buyer deal with a bank for loan advisory services.

PKNS has no panel of banks, but PKNS is ready to coordinate and invite several banks to assist potential buyers with loan matters.

There is no deposit to be paid by the potential buyer who wishes to buy PKNS property products.

  1. Buyers must present an original receipt as payment proof to the Regional Property Sales Division (BJHW).
  2. In the event of loss, the buyer can present a copy certified by the Commissioner of Oath.

Buyer may appoint their lawyers for house purchase and sale. However, only buyers who use PKNS lawyer panel services are eligible for an exemption from the Sale and Purchase Agreement Fee.

PKNS will hand over the keys within 14 days after:
  1. Receive a full payment of the house;
  2. Receive utility deposit payment; and
  3. Receive late fine payment (if any)

  1. Malaysian citizen aged 18 and above;
  2. The minimum household income for the applicants of Rumah Selangorku Type B, C and D is RM3,0001.00 per month;
  3. The maximum household income is RM8,000.00 per month;
  4. The applicants (husband/wife) must not already own any types of residence in Selangor;
  5. Single applicant with dependents may apply;
  6. The house must be owner-occupied and no subletting allowed;
  7. The applicant must choose only one (1) type, A, B, C or D during application; and
  8. The validity period for each registered application is for two (2) years. After that period, application data that is still waiting for an offer will be removed from the system. Applicants need to make a new application if they are still interested in applying for Rumah Selangorku.

The following is the payment schedule:
  1. First payment  – 10% from selling price within 30 days starting from the date of offer letter
  2. Second payment  – 10% from land selling price within 90 days from the date of Sell Purchase Agreement
  3. Third payment – 80% from land selling price within 90 days from the date of the letter of ownership transfer
The buyer considered officially owning the purchased land once the following are met:
  1. Sign the Sell Purchase Agreement
  2. Pay the land selling price in full
  3. Pay the late charges of land price (if any)
  1. The process of ownership transfer or land title (grant) lease registration is as follows:
    1. Pay the land selling price in full
    2. Pay the late charges (if any)
    3. Pay all the arrears of quit rent and latest assessment tax, including arrears or fines (if any)
    4. Sign Form 14A, pay for stamp duty, lawyers fees, mortgage register (if any) or other required payment (a list will be provided by lawyers) at the lawyer’s office
  2. Once all the above matters are resolved, the period for the registration of the buyer’s name into the title (grant) depends on the Land Office.

Visit PKNS Property Web online at https://www.pkns-property.com/all-properties/land-for-sale or get in touch with the Land Affairs Division Officer by district or Mukim of the location of the land applied for.

To ensure the land plot is existed and owned by PKNS, the buyer must meet with the Land Affairs Division Officer by District or Mukim and request the lot number for searching purpose in Land Office. For information, PKNS will not appoint any real estate agents for the sale of land.

Payment arrangements depend on the affordability of the buyer. Buyers may apply for a bank loan or pay in cash for the purchased land.

Legal costs for the sale and purchase of land lots are not more than 2.5% of the sale price or value of the lot land (if financing or mortgage matters to banks or financial institutions are not involved) or not more than 5% of the sale price or value of the land lot (if financing or mortgage matters to banks or financial institutions are not involved).

Subject to the type of land use conditions and the legal status of the land, such as the Malay Reserve.

Most of the land owned by PKNS is a 99-year leasehold.

The process of land purchase includes:
  1. Issuance of Offer Letter
  2. Signing the agreement document
  3. Payment according to the schedule within the set time frame
  4. Ownership transfer at the Land Office
  5. Grant and site submission (any delay is subject to documentation and payment matters)

PKNS does allow a lawyer who is not from the PKNS panel for the transfer of ownership.

PKNS and the appointed lawyer will process the transfer of ownership after the inheritor submits the Surat Pentadbir Kuasa from the Selangor Land and Mines Office, Small Inheritance Unit.

Please come to the nearest Selangor Land and Mines Office along with a copy of the Sales and Purchase Agreement to change the name from PKNS to the owner name.

The buyer can sell their housing unit even if they don’t have the ownership (title). However, the buyer need to get permission from the PKNS first before selling the unit.

  1. The owner needs to get authorization from the PKNS first, and the processing fee is RM50.00.

PKNS approval was needed for property ownership less than five (5) years for the purpose of reselling the low-cost housing or affordable housing unit.

The owner can apply for home refinancing for a housing unit that has yet to receive ownership (title) and engage directly with your bank.

  1. DLP is 24 months for properties bought before receiving the Certificate of Completion and Compliance (CCC)
  2. DLP is 6 months for properties bought after receiving the Certificate of Completion and Compliance (CCC)

PKNS will make sure that action for complaints will be taken according to the type of damage within the restoration period, such as:

  1. Critical: < 7 days
  2. Normal: < 30 days

PKNS will be contacting the complainant directly, either via phone or email. The complainant needs to give full cooperation when contacted by the PKNS contractor.

For any complaint regarding inactive JMP/PP, please contact the Commissioner of Buildings (COB) according to the Local Authority (PBT) area. A list of COBs is available at the https://www.hba.org.my/help/COB-LIST.htm website.

  1. PKNS will no longer be responsible for any housing project complaint that has already created its own JMB/PP.
  2. The responsibility to fix apartment damages falls under the JMB/PP. If the JMB/PP is inactive, please contact the Commissioner of Buildings (COB) as listed on the website: https://www.hba.org.my/help/COB-LIST.htm.

The qualification requirements to join the PKNS SKB Program are as follows:
  1. The owner and the control of company management are 100% native.
  2. The company is registered with CIDB (Grade G2 to G5) ONLY.
  3. Having the capability in terms of good finance, management, and technical expertise.
  4. The company owner has the experience and certificates in the field that were applied.
  5. The company has experience in executing works OUTSIDE of buildings (not maintenance).
  6. Not a consulting, maintenance, or air conditioning company.
  7. The company is operating in Selangor State

Parcel rent is made available through:
  1. Please contact the apartment Joint Management Body (JMB) because PKNS sends the parcel rent bill to them.
  2. For apartments that have yet to establish their own JMB, PKNS will send the parcel rent bill to all owners.

All warranty periods towards the product are equal to the Defect Liability Period (DLP) for a particular property unit based on the Sale and Purchase Agreement (S&P) document. However, the warranty period will be void if a buyer does renovations on any section or area of the property unit.

Requirement to apply for practical training are:

  • Application for practical training in PKNS is open throughout the year for higher education (IPT) students who are interested and subject to the relevant courses and placement vacancies.
  • Requirement to apply for practical training are as follows:
    1. Malaysians. (Priority will be given to applicants born in Selangor)
    2. Students who are undergoing studies in Public/Private Higher Education Institution in the country
    3. The duration of practical training will be in accordance with the dates set by IPTA/IPTS
  • Documents required are as follows:
    1. Application letter by the students
    2. Supporting letter from the applicant IPT
    3. Resume (CV) of the students
    4. A copy of the latest examination results
